One of the most commonly asked questions about Subclass 491 is the income year validity. If you were granted Subcalss 491 or 494 in June 2020, yes you can claim 2019-2020 financial year as one of the years towards meeting 3 years of income in a Regional area.
However, this does not mean your claim 2019-2020 as one year toward meeting the residency in the Regional area. So, you still have to make up a year towards meeting the residency requirement even if you have completed three years of income requirement in the Regional area.
