If you got married or started a relationship while on Subclass 491 and are now eligible for Subclass 191 visa, you can lodge your 191 visa application combined with your partner’s subclass 191 visa application. They do not have to hold Subclass 491/494 to be eligible for Subclass 191 visa application.
