Partner visa subclass 309 & 100 is for applicants lodging the application from offshore. One of the grant criteria is that the applicant should be offshore for a grant.
However, if you happen to be onshore on some other visa, at this point, the department is not asking applicants to go offshore for the grant. This is one of the COVID concessions for family visa applicants that are still in place.
